Media non-governmental organizations, including the Center for Investigative Journalism (CIJM), condemn the smear campaigns targeting journalists and media institutions working in the public interest. “In the context of the suspension of external assistance from the U.S., we are increasingly witnessing the instrumentalization of the issue of foreign funding to stigmatize journalists and undermine the credibility of independent media,” states a public declaration signed by nine media organizations.

Cornelia Cozonac, president of the Center for Investigative Journalism, was directly targeted in a Facebook post by a user identified as Vitali Catana, who presents himself as a lawyer on his profile. He used inappropriate language and called for the publication of lists containing the names of journalists who received external assistance, falsely insinuating that the relationship between grant-funded media and international development partners was illegal. Previously, Vitali Catana had also posted degrading messages and photo collages aimed at journalist Alina Radu, director of Ziarul de Gardă, the declaration notes.

Media NGOs further highlight that the stigmatization of journalists amid the suspension of U.S. funding is not limited to the online sphere but also occurs in the field, as reported by employees of independent media outlets. Ziarul de Gardă reported that, on February 10, during a court hearing in the “Guțul Case”—concerning the illegal financing of the former Șor Party—reporter Măriuța Nistor was intimidated by Gagauzia’s governor, Evghenia Guțul, and her supporters. The journalist was accused of receiving funding from a “criminal group,” referring to USAID. A similar situation was reported by the editorial team of CU SENS.

Intimidation, destabilization, and discreditation of independent media are the main objectives of smear campaigns launched on social media and messaging platforms. Such actions exert undue pressure on journalists, who, in the interest of accurate reporting, contribute to public transparency and the fight against corruption. These harmful campaigns foster a climate of hostility and intolerance towards independent media, severely affecting the public’s right to accurate and objective information.

Media NGOs remind that Moldovan law guarantees freedom of expression and protects the honor, dignity, and safety of journalists. Acts of intimidation, threats, defamation, and the spread of false information against journalists are serious violations that must be firmly and promptly sanctioned by authorities. The lack of effective and swift countermeasures fosters impunity, encouraging the continuation of these destructive practices in a democratic society.

The Independent Journalism Center (CJI) urges all journalists and media institutions targeted by such hostile campaigns to use available legal avenues to seek recognition and compensation for damages suffered. CJI encourages affected media outlets to take legal action against those responsible for the attacks, ensuring their rights are restored through the publication of corrections and public apologies. Within available resources, CJI provides legal assistance and counseling to journalists and media outlets acting in good faith, supporting efforts to protect press freedom and defend the public’s right to accurate information.
