The Chișinău Court of Appeal (Central District) has rejected the lawsuit filed by former Socialist MP Ghenadi Mitriuc against the National Integrity Authority (ANI). The ruling was delivered on May 5 this year. The former parliamentarian contested the decision issued by ANI in May 2023, when an audit of his asset and interest declarations revealed a discrepancy of nearly 300,000 lei between income and expenditures. The Anticoruptie.md portal exposed how, during the 2016 presidential campaign, Mitriuc transferred over 70,000 lei to the electoral account of PSRM candidate Igor Dodon. CIJM journalists also reported that he owned eight plots of land in Ungheni city, all acquired during his two terms as a city councilor, as well as six real estate properties: an apartment, a residential house, a commercial space, a garage, and a vacation home on the Black Sea coast in the Odesa region, Belgorod-Dniester district, with a declared cadastral value of 250,001 lei.

In May 2023, the National Integrity Authority (ANI) uncovered a significant discrepancy between Mitriuc’s income and expenditures during his term as a Member of Parliament on the Socialist Party list. In 2017, the former MP allegedly acquired assets exceeding the equivalent of 20 average national salaries — a difference of over 286,000 lei.

The person who submitted the complaint also pointed to Mitriuc’s political donations to PSRM starting in 2014, as reported in the media.

According to Anticoruptie.md, during the 2016 presidential campaign, Mitriuc openly donated 73,350 lei to Igor Dodon's campaign. Additionally, he contributed 52,000 lei to the PSRM for the referendum to dismiss Chișinău Mayor Dorin Chirtoacă, and 26,600 lei to support the PSRM candidate Ion Ceban in the local mayoral elections.

Although Ghenadi Mitriuc was summoned to provide supporting documents regarding the substantial discrepancy identified by the integrity inspector between his declared income and accumulated wealth, he failed to appear. As a result, ANI requested that the court order the recovery or confiscation of the unjustified assets in favor of the state.

In his most recent annual income declaration for fiscal year 2022, Ghenadi Mitriuc stated that he received over 233,000 lei in salary from the Ungheni District Council, bank interest from two commercial banks, and 129,000 lei from renting out a vehicle. The former MP also declared ownership of 8 land plots and 3 apartments (one inherited), as well as a residential house. He further reported owning 5 cars, a truck, and a trailer. Moreover, he manages the operations of two companies based in Ungheni municipality.
