This matter, if approached in a short time, will attract the attention of the European Commission.

The following informations are related to a possible case of corruption involving the Romanian construction company Pa&Co International and the Ministry of Transport of the Republic of Moldova.

The question concerns an international tender in Moldova for the construction and rehabilitation of roads. The client is the Ministry of Transport of Moldova and the funders are the EBRD (European Bank for Reconstruction and Development) and the EC NIF (European Commission-Neighbourhood Investment Facility). Projects: Construction of R1 Ungheni Bypass approximately 8 km) and Rehabilitation of M3 Chisinau-Giurgiulesti Road (approximately 40 km).

The tender was attended by well-known foreign construction companies with a good reputation and a healthy economic situation. However, the Romanian company Pa&Co International, that does not even have the money to pay its workers is the favorite to win the tender. Has not yet been officially announced the winner of the tender, however at the headquarters of Pa&Co in Bacau have already celebrated the win with champagne.

During the last months it was noted a close contact between the owner of Pa&Co, the Member of the Romanian Parliament Viorel Hrebrenciuc, and officials of the Government of the Republic of Moldova.

The owner of Pa&Co International, Costel Casuneanu, is well known by Romanian journalists. He has been involved in several corruption affairs, and recently has been under investigation for a bribe likely that he would have given to a Romanian Senator.
